(I) Allow more tree preservation and planting with residential infill. Make changes in the Residential Infill Project proposal in order to: allow automatic adjustment in front and rear lot line setbacks (for structures and parking areas) in order to preserve more trees in accordance with Title 11. Don’t force new homes to displace trees! Waive off-street parking requirements if they allow more tree preservation or planting on the development site or in the public right-of-way. Don’t require parking to displace trees! provide bonuses units in exchange for large healthy tree preservation.

(II) Make the Tree Code Citywide! Remove Title 11 tree code exemptions for commercial and industrial lands as part of the Recommended 2035 Comprehensive Plan Early Implementation Package. These Tree Code exemptions are no longer needed and thwart progress in expanding urban tree canopy where it is needed most. Portland falls the farthest short in achieving its urban tree canopy goals in commercial and industrial zones. These are the same districts of the city where urban heat island effect is the worse. City’s own Economic Opportunities Analysis shows Portland has a surplus of commercial land.
